Getting The Most Out Of Your Beat Meeting

Getting The Most Out Of Your Beat Meeting

What Is the Beat Meeting?
Beat meetings are regular (every other month) meetings, held on all 279 beats in the city, where police and community residents meet to exchange information about conditions in the neighborhood, identify crime and disorder problems, and develop strategies to combat those problems.

Why Are Beat Meetings Important?
The purpose of the beat meeting is to allow beat residents, other stakeholders, and police to discuss problem solving using the CAPS 5-step problem-solving process. It also provides an opportunity for them to get to know one another.

Who Conducts the Meeting?
Beat meetings are hosted by the Chicago Police Department and are usually conducted in one of three ways:
1) by a team consisting of a resident beat facilitator (community contact person) and a beat officer.
2) by one or more beat facilitators.
3) by one or more beat officers.
Option 1 is usually considered ideal.
* Beat meetings and problem solving are most effective when they include a broad range of community stakeholders: residents, business owners, and representatives from local schools, churches and neighborhood organizations.

Become Informed Decision-makers
Most of us relate to the crime and disorder problems that are most visible--abandoned cars, parking-related problems, street drug dealing, gang members hanging out, etc. But many of the crime problems on the beat tend to be "invisible", unless we ore our family or friends have been a victim. At each meeting, ask for a beat team presentation on the current crime conditions on the beat. This includes the distribution of the "Top Ten" charts or crime maps. This will ensure you have the whole crime picture before you decide which problems to attack. Once you become aware of all the problems, you may have information that would be helpful to residents and police as they analyze the problems and work on solutions.

Be Prepared to Identify and Discuss Chronic Problems
In determining what to discuss at the meeting, ask the following questions about the problem:
1) Is it of concern to a number of residents/the beat team?
2) Is it likely to go away on its own?
3) Does it persist or return despite traditional law enforcement efforts?
4) Is it something that community, police and City agencies can impact with available resources?

Shots Fired On Sawyer; On Beat 2523

Good afternoon, everyone. I received a comment from a reader who says shots were fired this morning in the vicinity of Belmont and Sawyer. This happened around 4:00am. Here is the comment:

"Any info on the shots fired around 4 AM on 7/27/11 near Belmont and the 3100 block of N Sawyer?"

Also, there were at least five gunshots fired in the area north of Koz Park around 1:45am this morning. My mother heard them and said they sounded like they were coming from Hamlin, and a neighbor I talked to tonight who lives on Avers, says that she heard them as well.

If anyone has any information or insights on one or both incidents, please post it here, the Facebook page, or my inbox.

Thank you,
Timmy

District Commander On Traffic Stop On Fullerton

Good afternoon, everyone, it's 2:15pm. It's a warm day outside, and somewhat cloudy. It's going to rain on and off this afternoon and evening, with it cooling off into the lower to mid 70s. Anyway, I am heading to my CAPS Beat meeting this evening. It's at 6:30pm at the Copernicus Center on Milwaukee. Hope to see those of you who live on Beat 2523 come to the meeting. Also, and this might be a bit on the negative side, but as the day goes on, and throughout tomorrow, I'll be thinking of new rules for people leaving comments. Some of you who read this blog are just too immature and need to grow up. So if you want to get treated like a high school kid, you will. These new comment rules will go into effect on Monday, when I return from blog vacation. Speaking of that, yes, I'm taking a three-day break from this blog starting Friday. With that, here's crime for portions of this afternoon and evening.

I'm really trying to figure out where I could hold such a meeting. A big venue is needed. But in order to hold this meeting, I need support from everyone who reads my blog. I also need to know when all of you are available, and I would need some help promoting this event. If you have any questions or concerns, please contact me at my e-mail address at weatherboy58@hotmail.com. Thank you.

9:10pm - Gang disturbance. 20XX N Keystone. Five of them representing, one's in the gangway with some sort of black object in his hand. He has on a red t-shirt.

They're producing 80 mph winds. Once the storms roll in, please submit any and all storm reports to me, including any photos you may take. But do so safely. Please use caution and seek shelter once these storms come in. I'll probably be going to my basement once they start coming in.

9:47pm - Shots Fired. Belmont and Ridgeway.

11:26pm - Beat 2566 was just involved in an accident at Fullerton/Kedzie. He's requesting a sergeant after minor accident, everyone is OK. Thanks to ProdidgalOne for obtaining this call for me.

Community Questions Re: Violence

Good afternoon, everybody. I have two questions to ask all of you, for those of you who live in the following areas, about two incidents that occurred. The first one was on Mozart between Logan and Diversey on Sunday morning, the 24th, and this is the comment I received about it on the Facebook page:

"anyone hear about something happening on Mozart between Logan and Diversey last night? I'm pretty sure I heard 6 gun shots, but I was asleep and it was 3am..."

And the second incident took place on the 3200 block of N. Albany, which is a block with a very bad gang problem right now, sometime yesterday (again, Sunday, the 24th). The person I talked to says that they found blood all over their sidewalk this morning.

If anyone knows about about either, or both, incidents, please do not hesitate to send a comment here, on the FB page, or to my inbox.

Thanks,
Timmy

Citywide 6 Detail Of Shooting In 11 Last Night

Good afternoon, everyone. As you all may know by now, there was a very serious incident last night in the 11th District at Jackson and Karlov with two Chicago Police officers and one civilian being shot as a result of a stupid asshole who couldn't handle CPD doing their job and approaching him for an interview on a street stop they were conducting. The two officers are OK, but I think they remain in the hospital at this time. Because of their statuses as Police Officers, I will not identify which hospital they were taken to. So anyway, I first heard word of this incident right after it happened on Zone 12, when an officer came over the air to let everyone know. Then, Dispatch came over with orders from Area 5 officers that requested all units in 15, as well as all unmarked units (initially, 25 was asked to respond as well, but that order was taken back for an unknown reason), to respond to the scene. Units in the 12th and 13th Districts were requested to respond as well. So while I was sleeping last night, I recorded all of the following events from Citywide 6, where all officers working the shooting were assigned to. Please look through this and read it, as it will give you information about the dangerous job the CPD does every single day, and it will give a first hand account of the horrific scene last night. Warning: Comments on this post will be HIGHLY, and I repeat, HIGHLY monitored. There will be NO blatant criticisms of the CPD allowed here, and I will not publish comments as I see fit. Thank you, and once again, I ask to please look through this post.

Landlord Illegally Comes Into Apartment On Haussen

Good afternoon, everyone, it's 3:53pm. Today hasn't been too good for a day for me. Just a lot of personal problems I have to deal with. I'll be all right, though. Anyway, I'm attending the Avondale Neighborhood Association meeting this evening at 7pm at St. Hyacinth's. We'll see how that goes. Then, on Thursday, I'll be attending a burglary prevention seminar in the 25th District at 6:30pm. Hopefully that goes well. Lastly, it's going to be a scorcher this week. We're talking upper 90s, possibly lower 100s. So I recommend that if you can, stay indoors and stay cool, and if you have to be outside, drink lots of fluids. So, with that, here's crime for this afternoon and evening.

4:02pm - Criminal trespass. 30XX N Davlin. Landlord illegally came into the apartment. Caller's on her way home but has the 15 yr old daughter at home.

6:00pm - I have to go eat. I'll be back.

6:16pm - I'm back until 6:50pm.

6:21pm - Battery in progress. 28XX N Kenneth. Kids fighting.

6:41pm - Gang disturbance. On 2525's Beat.

6:50pm - I'm going to go to this meeting. I'll be back later.

8:33pm - I'm back. Good evening.

8:53pm - Burglar alarm. 18XX N Lawndale.

9:01pm - Suspicious vehicle. Fullerton and Central Park. Three males in a red pick-up truck touched the caller's daughter.

9:33pm - Beat car 2535 has an open hydrant at Karlov and Palmer.

9:38pm - Battery. 22XX N Keystone.

9:50-ish pm - Some call at Palmer and Kedvale.

10:52pm - ALL units on the Zone are to respond to Jackson and Karlov, in the 11th District. Two police officers have been shot and there's a full-fledged riot in progress. All Chicago Police must respond to the scene from the sound of things. So I think it's safe to say if you call for anything tonight, do not except a police response at all. I have a feeling the units will be over there for a few hours. All of this happened around 10:45.

11:12pm - Beat car 2523Robert has a traffic stop at Karlov and George.

11:17pm - Here's what I'm collecting from the incident in 11. They've got more than 200 units over there from all over the city handling this. They're searching vacant houses on the 4100 block of W Jackson, yards, you name it. There's a command post set up, a crime scene, etc. So far, the units in 25 are being told they can stay in the District. As for 15, whatever units that are on scene must stay there, but any units not on scene can stay in the District. Also, a few units are getting released every so often. I currently do not have a condition on the two POs shot, but will try to obtain it as soon as I can.

11:24pm - Two things. One, ANY possibles that are caught are to be taken into Area 5 and MUST NOT be allowed to wash their hands and two, the description of the offender is as follows: Male Black, 5 foot 8 (5'8), black hat, black shirt and tan shorts. He was last seen heading north on Pulaski, then west on Adams.

11:26pm - K-9 is on scene over there.

11:27pm - 1) Parker. 41XX W Wellington. 2) Check the well being. 28XX N Hamlin. 3) Disturbance. 20XX N Avers. Six males in front, loitering.

11:29pm - I'm turning off Zone 12 now, and will stay up a bit longer to monitor Zone 10.

11:45pm - They're calling for units from other Districts to handle calls in 11. Some units in 12 will be responding to calls in 11, and a couple of units in 13 will be doing the same. They may end up calling for a couple of units from 14 sooner or later.

11:57pm - Ok, here's the latest I'm hearing. All the units assigned to the shooting are to switch over to Citywide 6 (a radio frequency; email me if you want the frequency). Beat 1190 is giving out orders that there is to be NO car/foot traffic in the area of Madison to the north, Keeler to the west, Gladys to the south and Pulaski to the east. If cars and people do come through, they're to have a contact card done on them. There's officers to be at EVERY intersection in that area.

12:00am - Ok, folks, I'm going to leave my scanner on tonight and will record everything happening on Citywide 6. I'll have all of this info up in a separate post by tomorrow evening. So with said, good night, everyone.

EMS Run On Cortland, Golf Club Chasers On Diversey

Good morning, everyone, it's 8:45am. It's currently sunny and humid. It's in the mid 80s already. It's supposed to warm up into the mid 90s today, with the rest of the week being the same. They're even saying we might have a heat wave on our hands, which of course wouldn't be good. Anyway, tomorrow, I won't be here until about 1pm or 2pm. I won't be attending summer school, but I have to take care of some family business. Then, at 7pm, I have the Avondale Neighborhood Association meeting I probably will be attending. Finally, on Thursday, I'm attending a burglary seminar being held at the 25th District. So, with that, here's crime for today.
