Beat 2523 Meeting Last Night (2-24-10)

Good morning, everyone. The CAPS Beat 2523 meeting is still growing. Even though the room wasn't as crowded as it was at last month's meeting, there were still quite a few new faces. The main owner from Dunkin Donuts was there again. I'm glad to see his presence at these meetings. Alderman Reboyras was there again as well.

Our first issue for the month of February, you ask? It was the problem on the 2900 block of N Kenosha. Sergeant Weiglein told us that he checked it out and didn't find any illegal cars. He even ran plates on the cars from as far back as 2000. Then, the 2941-3 N Avers issue was brought up. The resident who reported this told us that there's plywood where the broken window is now.

The drunks and day laborers were still discussed, as usual. They continue to do their thing, especially the day laborers. However, in my opinion, there isn't really anything new to add to this for this article. There was just two new suggestions. One was making them pay for being there. The other one was trying to find a place, such as a parking lot for them, for them to try to look for their jobs. Residents and the police want it in a more open area so it doesn't bother the public as much, so to say. Sad note to bring up, by the way: Alderman Reboyras said for the second time that there's not much that can be done for this situation at this moment in time now.

New problems:
  • 2933 N Avers - This is a criminal trespass issue. There's been vagrants going in and out of this building. This building has a vacant apartment. The police will look into it.
  • 4160 W Fletcher - There has been drug sales at this location, and they sound rampant. A male White, about 6'1, heavy set, 220 lbs is selling drugs. The customers come in cars that park out in front and honk their horns for the guy to come out. He has definately sold cocaine, as there were small bags of it found on the ground. These incidents occurr from 6-10pm.

Other observations:
> A small argument sort of broke out between Alderman Reboyras and a guy who said he was an attorney. They argued about alleged incidents where gangs and narcotics were being brought into the neighborhood by the tattoo place at 3198 N Milwaukee [which isn't true]. This attorney also had a debate with a resident about the drunks/day laborers standing on the sidewalks.
> The most incidents took place in the 2900 block of N Springfield. The most crimes were battery once again (16 reported incidents), burglary (10 reported incidents) and narcotics (8 reported incidents). The most incidents took place on Thursdays (13 reported incidents) and Sundays (12 reported incidents). Most incidents took place in apartments (15 reported incidents) and on the streets (15 reported incidents). The most incidents took place in the 11am, 2pm and 8pm hours.

Like the last time, I want to personally thank everyone for being at the meeting. It's encouraging. If we continue to come together, we can make Avondale better.

Thank you,
Timmy

What Information Do You Get From a Police Scanner?

What Information Do You Get From a Police Scanner?
Almost all of us have come across it at some point of time or the other, either in real life when we hear it squawking in squad cars and on cops walking past us, or in fictional situations like on television and the movies. But how many of us know what a police scanner really does and why it forms such an integral part of every cop’s arsenal? We hear what seems like a string of gibberish, numbers mostly followed by locations, after which the cops are burning their tires to get to where they have to be to deal with the emergency at hand.

A scanner is a communication tool that automatically scans various frequencies and stops when it finds activity on one. It moves on to the next frequency when the current scanners are in general use to supplement the two-way radio systems that the police department, firefighters, and others in law enforcement use to communicate between themselves. They’re also used by the news media to get tips on breaking news, and by radio aficionados who love monitoring different frequencies just for the fun and challenge of it.

The information received from a police scanner is related to (but not limited to):
  • Alerts on ongoing crimes from police dispatchers to the officers in squad cars nearest to the locality of the crime or accident. The information is coded according to police terminology where each crime is referred to by a particular code.
  • Critical communication between officers at a crime scene and those back in headquarters.
  • Communication between police officers on civil unrest and unexpected traffic jams.
Information about fires in the vicinity – the police are dispatched to see if they can be of help in rescuing people or managing traffic and crowds in the area.
  • News of the weather in your locality, especially in extreme climate conditions like a blizzard, snowstorm, hurricane or tornado.
  • Information is also passed on to EMTs or emergency medical technicians (or paramedics) so that they can provide immediate first aid to those injured in either a crime or an accident.

In general, it is illegal to use scanners to listen in on cordless and cellular calls or modify a scanner to enable it to do so. It is also illegal to use the information received from a scanner to aid and abet or perpetrate any criminal activity. Even though it is used mostly by people in law enforcement and journalism, there are rampant instances of malpractice because it’s easy to find frequencies on the Internet and tap into them for illegal reasons. Police scanners provide a host of information, but if we use it for the wrong reasons, there is a high price to pay.

Ald. Suarez Votes Against Stealth Payroll For Relatives Law

Good morning, everyone. I usually don't cover politics and this isn't really a crime story, but hey, it's my blog and I thought the public should know about this. I'm not sure when this happened, but almost all of the aldermen voted to bar themselves from putting relatives on their payroll. I think this is very good news, and this was very honest of them to do this.

But there's another side to this story. And this effects our neighborhood, politically. Alderman Suarez (31st) voted against this. He didn't give a reason for doing this. But I suspect he voted against this because he's guilty of putting family on his payroll. And then he didn't think I'd (or any of you) care?. Yeah, right, Suarez. You can't just act like we the public are not paying attention because we are.

I don't even live in the 31st Ward and I'm still mad about this. Why, you ask? Because he can do this, but then tell us at the CAPS Beat 2523 meeting that there's not a thing he can do about the day laborer situation -- let's pause right there. Now, mind you, Alderman Reboyras also said there wasn't much he can do, but at least 1) he made an effort by removing the CTA bus shelter at Milwaukee and Hamlin and 2) he didn't get all defensive when the business owners expressed anger about the day laborers and the drunks on their property. Also, Alderman Reboyras shouldn't have to do a THING about THAT situation. It's not in his ward! This is Suarez's responsibility, and he needs to step up to the plate and take care of the problem.

Ald. Suarez literally got irate when the business owners confronted him about the issue. He kept saying "there's nothing I can do" in a defensive tone, and then he turns around and does this? What a joke. As I said in the meeting article, he also got defensive when a resident suggested we open up a hiring hall. Why? Are these guys his friends? Is he afraid that they may get kicked out of this neighborhood? I think he is. To me, Suarez also had general sarcasm in his voice the entire time and didn't seem happy to be there. Oh well. He should except us to be unhappy with the situation if he's not going to help do anything.

As you can see, I'm quite frankly disgusted with Alderman Suarez and his whole attitude on things. I have a message for him, too: Suarez, clean up your act, stop worrying about nonsense bills like this, and help your residents of the ward take care of the issue plaguing Belmont from Hamlin to Milwaukee, or they'll just let you know that your days as 31st Ward aldermen are numbered, and you'll be voted out. Simple as that. From what I can see, they're getting angry about this issue. And if it's just allowed to continue, I think that it'll blow up into fury and outrage. It could spread just like a wildfire and become the primary reason Suarez is removed from office by voters.

What do you think? Is this just standard Chicago politics for you? Does this piss you off? Or you just don't know what to say? Comments or questions can be sent here.

Good evening, folks. Apparently, this afternoon, there was a shooting at Nelson and Rockwell. There's few details on it. It's reported that a child and an adult were shot at about 4pm this afternoon over there. The kid suffered a graze wound to the head while the adult was shot in the hand. They're both in good condition.

I wondered what happened. There's not a lot of crime in that immediate area, let alone shootings. Something really must've jumped off over there.

Update, 10:45pm - No wonder why I was surprised at the shooting. The police are saying it was an accident, and it can be said it was domestic in nature. I'm glad to know everyone is alright and that this wasn't an actual crime.

Update, 2/13/10: The father of the kid accidently discharged his gun and accidently shot himself and his son. The father was arrested on charges of reckless conduct.

Car Fire On Nelson

Good morning, everyone, it's 4:30am. Why am I up so early, you ask? Well, I was awoken by that earthquake that happened about a half hour ago out in DeKalb County. Pretty serious stuff. Anyway, there's a foot of snow out there, but as long as the schools are open, I still have to report there.
