Child Abuse Doesn't Go Unnoticed At Monroe School

Good afternoon, everyone, it's 1:14pm. It's a sunny afternoon with temps in the mid to upper 40s, which I'm personally happy about. I've been waiting a couple of months for it to feel like this outside. It's going to remain clear all through this evening, with temps dropping into the 30s. Anyway, I bet you're all wondering why I'm home early on a school day. Well, my mother had to go up to the school for a meeting (no, I didn't do anything bad) and just decided to get me out early, since there's no point in her leaving and then having to wait for me to come back home. Besides, it's making up for the time I have to spend tomorrow at school. I have to stay after school for a Student Government meeting. Also, I'm attending the CAPS Beat meeting for 1432/1433 this evening. That'll be interesting to be at. On that note, here's crime for this afternoon and portions of this evening.

2:47pm - Child abuse. 3651 W Schubert. At the Monroe school. The school social worker wants to talk to CPD regarding a 14 year old being abused at home.

3:00pm to 3:30pm - I fell asleep. I'm sorry. I'll try to get an archive of this time period.

3:37pm - Gang disturbance. Belmont and Lawndale. Six of them out there.

3:45pm - Some call in the area.

3:54pm - Burglary in progress. 27XX N Harding. Car with a plate of TARGO has occupants who are breaking into a building.

4:02pm - A slow down is being given on the 3:54pm job.

4:03pm - I'm going to go until 4:55. I'll be back then.

4:55pm - I'm back for the time being.

5:08pm - Battery in progress. Lawndale and Altgeld. Gangbangers fighting. Oh boy...

5:52pm - We've got a bit of a situation unfolding at the Hay Academy (a elementary school) at 1018 N Laramie. The school is currently on lockdown because of shots being fired right near the school, and CPS will NOT let the students out of the school until CPD arrives to talk to the principal. Listening closely to this...

5:55pm - Beat car 1524 is at the Hay school now, and they talked to the principal. They're letting the kids out now. 1524 will remain on scene for a while. Back to regular coverage.

6:12pm - I'm going to go. I'll be back either later or tomorrow. See you all.

My teenage son is out of control. I called CPD again & they talk to him for 30sec & leave. My taxes pay there salaries. Next time I will request a supervisor.

Today's kids just need the old fashioned whippings. These kids sass everyone. Ever since they started this naughty chair and timeout nonsense, kids have just gotten worse. Growing up I had the fear of God. If I acted up I got beat with the belt. Today I'm fine. I thank my parents for the hard lessons.

I am going to assume that this child is not going to school and is rapidly losing ground to other children his age in regards to education, math and reading skills. The kid should have stayed in school and worked and studied. As a parent you need to be responsible. Now you have someone on your hands that didn't give a shit about school or authority and will be living off the government because they were not properly brought up in society and educated to succeed. Please parents, even if you are not fully educated, please push your children to become educated and strive for careers and better things in life. Push them towards college and graduate level educations. Get them out of the ditch you yourself might be in. The laziness on the part of child and parent must end. It is killing this country. Just look at what it is doing to areas west of Kedzie Ave.

Chances are, the Monroe school call was not truly a child abuse case. According the the State of Illinois DCFS Central Registry, the vast majority of calls to the hotline are "unfounded". An unfounded call means that the call was false and that the Department did not find any credible evidence that child abuse, neglect, or dependency occurred.

The mandatory reporter act was created at the federal level, and mandated that each state administer a child abuse hotline and mandated that just about everyone is a mandated reporter. The Mandatory reporter act never defined what child abuse / child neglect / child dependency is.

This means that each and every time a child is observed with so much as a runny nose or a minor bruise, scratch, etc. The hotline gets a call. The thing that mandated reporters have yet to learn which is already made clear in the Illinois Mandated Reporter Training Packet is: calls to the hotline are only wanted by the state IF a REASONABLE person would see such an injury or such circumstances in the child's life as having happened as the result of non-accidental means / non-accidental causation.

Mandatory reporters are often poorly trained and unqualified to make judgements about what becomes a hotline call, so the hotline gets called for EVERYTHING and the call-takers at the call center have been accepting almost each and every call they get.

This has resulted in DCFS being overwhelmed and taken away from children in Illinois who really ARE abused, neglected or left dependent.

Just FYI...if any of you parents here are caught up in a DCFS investigation, and it is an unfounded finding, you can send a copy of your unfounded letter in to the State Central Register and attach it to a separate document in which you clearly tell the State Central Register that the call was false and harassing, and you are requesting criminal prosecution for Disorderly Conduct as defined in 720 ILCS...false notification to the DCFS Hotline.

The State Central register will then send you a confirmation letter telling you the call has been held by the Department as false and harassing and the case referred to the Chicago Police for investigation of false reporting.

As of January 1st, false calls to the DCFS hotline are a Class 3 Felony on the first offense and subsequent offenses are Class 4 felonies.

All mandated reporters in Illinois receive the mandatory reporter training packet and they each have to sign a state DCFS acknowledgement form which is kept in their personnel file.
