CAPS Beat 2523 Meeting Last Month (3/28/12)

Good evening, everyone. I attended the most CAPS Beat meeting for CAPS Beat 2523, which was last month, on Wednesday, March 28. It was a pretty good meeting with about 15 to 20 people at the meeting. We had no old issues from the January meeting, so let's go straight to the new problems.

New problems:
* On Monticello, there were gunshots fired the Sunday before the meeting, March 25th, 2011. This occurred around 6pm with several gunshots being heard with gangbangers, allegedly Latin Kings from Belmont/Central Park, shooting.
* Ken-Well Park - Late night basketball games.
* Milwaukee and Ridgeway - Problems with prostitutes soliciting near Danny's Liquor.
* 2800 block of N. Ridgeway - There were two incidents of "Shots Fired", along with someone getting attacked on the block on Monday morning, 3/26/12.

For this Beat meeting post, I'd like to say thanks to the residents for being involved in this meeting. Work still needs to be done, however. I ask for those residents who read the blog but don't come to the meetings (because they don't want to), please, go!

Next meeting: July 25, 2012 at Copernicus Center (3160 N. Milwaukee Ave.) at 6:30pm.

Thank you,
Timmy

Then I have another meeting on Thursday evening, at St. Wen's Church (3425 N. Lawndale), at 7pm, for a community meeting regarding gangs. With that, here's crime for today.

11:24am - Parker. On 2524's Beat.

12:05pm - Person w/ a gun. 29XX N Springfield. Male Hispanic with a red sweatshirt in the 2nd floor apartment with a gun.

12:10pm - Wanted from the 12:05pm job is a male Hispanic named Rafeal Colon. He's about 35 years old, 5'5 to 5'6, 170 lbs, wearing now a white tanktop and blue jeans.

12:12pm - Ok, it's a foot chase. 2909 on Springfield. He just ducked out of the bushes over there, then ran into the backyard and possibly hopped a fence.

12:13pm - There's an open gate at 2911 on Springfield.

12:16pm - Open side door at 2907 N Springfield. So apparently this guy's running through the buildings or something over there.

12:26pm - Disturbance. 36XX W Oakdale. Guys drinking in the alley.

12:43pm - Parker. On 2523's Beat.

1:07pm - Traffic accident. 36XX W Belmont.

2:58pm - Traffic accident. 26XX N Springfield.

3:44pm - 1) Vice complaint. 2036 N Avers. At Mozart Park. 2) Loud music disturbance. 1800 block of N Harding.

4:04pm - Municipal ordinance violation. fletcher karlov. Two males on a motorcycle going the wrong way down the one way street.

4:54pm - Theft. 20XX N Kedvale.

5:59pm - 1) EMS run. Wellington and Springfield. Male down on the corner. 2) Loud music disturbance. 3000 block of N Avers.

6:04pm - Assault in progress. 2800 block of N Ridgeway. Male Hispanic, 25 to 30 years old, red shirt and blue jeans is yelling obsenties and is threatening to fight two females. I'm watching the incident unfold, as it's on my block, and it is gang-related. The guy is a gangbanger and the two females are, respectively, the mother and sister of another gangbanger.

6:08pm - Oh, they're fighting now. There's a pretty big group gathering.

6:09pm - Battery in progress/Gang disturbance. Ridgeway and Diversey. About 15 to 30 people fighting in the intersection, they're also throwing up gang signs and stuff.

6:15pm - Still a big fight on this block. It's a nasty fight. The guy in the red shirt just hit the other gangbanger's mother. Everyone's pissed off.

6:17pm - Person w/ a gun. 28XX N Ridgeway. The 6:04pm guy now has a gun.

6:19pm - Beat car 2523 is now on scene, giving a slow down. The fight's over now. Everyone ran down the alley. But the officers on 2523 are trying to gain access to the apartment of the gangbanger who's mother and sister were threatened. Apparently they called CPD, too. But they can't get in.

6:20pm - 2523 is now talking to another neighbor on the block.

6:21pm - Oh, snap. The guy in the red shirt just came out of the alley and is walking north on Ridgeway, in direct view of 2523.

6:22pm - Don't know why, but 2523 didn't stop the guy in the red shirt. They just watched him go back into his house. They should've pulled him over. And now they're leaving. Oh well.

7:06pm - I have to go eat. I'll be back soon.

7:20pm - I'm back.

7:47pm - Parkers and a disturbance on 2524's Beat.

8:07pm - I'm going to go for the night. I'll be back either tomorrow or sometime this week. Have a good night, everyone, and be safe.

CAPS Beat 1732 Meeting Wednesday Night (4/11/12)

Good evening, everyone. I attended 1732's CAPS meeting Wednesday night. This was my second visit to that meeting, and last visit for this year. There were about 20 people at the meeting.

The old issues that were 3500 N. Hamlin, 3823 W. School, 37XX W Eddy and 3900 block of W Eddy. There was another problem, but that was for north of Addison, and that is not in the community, so I will not mention it. The problem 3500 N Hamlin had was with a female White, 20 to 30 years old, brown jacket and white shirt was trying car doors to homes in the area. She got into a green Buick, which an elderly male White was driving. The problem 3823 W School had was with gangbangers loitering and smoking pot. This is actually at Parkview Park (School/Avers). 12 contact cards were done and there was an arrest. The problem 37XX W Eddy had was with cars sharing plates and permit parking. The problem the 3900 block of W Eddy had was with prostitution, and the complaints have been turned over to a special unit, that will look into it and investigate.

New problems:
* 36XX W. School - Gangbangers in a car were riding around on Monday evening (4/9/12), imtimdating the community. This building was tagged the next morning, on Tuesday (4/10/12).
* 35XX W. School - Cars parked all over the place, including the backyard. Car repairs are taking place, daily, as if there's a business there. Happens usually in the early afternoon hours.

There is a current problem, too. There was discussion regarding an on-going problem with permit parking at Avondale Park.

Other observations:
> A man who was expressing some frustration regarding CPD's response to the 37XX W Eddy let out the "f-bomb" a couple of times, and right away the Beat Faciliator and CAPS Sergeant told him to watch his language, due to the presence of children.

For this Beat meeting post, I'd like to say thanks to the residents for being involved in this meeting. Work still needs to be done, however. I ask for those residents who read the blog but don't come to the meetings (because they don't want to), please, go!

Next meeting: May 9th, 2012, at Atheltic Park (3546 W. Addison), at 7:00pm.

Thank you,
Timmy

Incident Unfolds On Metra Tracks On Fullerton

Good evening, everyone, it's 8:30pm. It's a bit of a cloudy evening, and it's nice out, with temps in the lower 60s. Tonight's only going to get into the upper 50s. Anyway, I'm monitoring 25 from now until midnight, and then I'll return on Monday. I'm taking tomorrow off. Oh, and just so everyone knows, but Zone 12 is on Citywide 6, frequency 460.250. With that, here's crime for this evening.

8:31pm - Beat car 2525 is on a job at about 4100 W Fullerton, near the Metra tracks, and there's a bit of a situation with this call. Apparently, some young person was involved in some sort of incident, and had to jump off the tracks. Also, this kid's telling CPD that their friend was up on the tracks and might have gotten hit by a train. Doesn't sound too good. I'll keep monitoring this incident.

9:02pm - Police Helicopter #1 is being asked to come to the scene. 2525 wants them to shine their light up and down the tracks to see if they see any bodies or anything like that. They believe that one other kid who was up there got hit by a train.

9:10pm - Parker. On 2535's Beat.

9:28pm - Ok, here's what I got on the whole Metra incident. Apparently, this kid and their friend were on a train heading to Canada (probably one of those SOO freight trains) when some sort of incident, I believe them getting threatened by someone, unfolded and both kids jumped off the railroad tracks. One kid has severe injures, including head trauma, and the other is a possible death. The kid who got hit by the train is the one possibly dead. Beat 2510 wants EMS to hurry up getting there because these kids aren't looking good at all.

9:49pm - 2525 is following the ambulance to Children's Memorial Hospital.

9:54pm - Robbery. 30XX N Lawndale. Five male Hispanics in a red pick-up truck just robbed the pizza delivery man.

10:00pm - For informational purposes, from that entire Metra incident, the officers had to start their search of the body at Diversey and then work their way south to Fullerton. Metra Police were on scene, too. Officers searched the tracks really good. Admittedly, I didn't pay really all too much attention to when the officers were mobling with each other about the incident, but this is the basic information all of you need to know.

10:03pm - 2533 is saying that a tow truck is in the parking lot of the T-Mobile over there on Fullerton, trying to tow the car of one of the kids' parents. They're making sure that doesn't happen.

10:06pm - Late information, but the kid who has the head trauma may have crawled a block or two east of the tracks after jumping off. Also, the remaining units over there are based around Schubert and Keeler.

10:07pm - Gang disturbance. Lawndale and Diversey.

10:25pm - Person w/ a gun. Belmont and Karlov. Two male Hispanics, one in a white t-shirt on a bike, are being chased by 10 other males. Everyone has guns.

10:31pm - A disregard is being given on the 10:25pm job.

10:33pm - Beat 2593Robert is getting things on his PDT in the 20 sector.

10:34pm - 1) EMS run. 37XX W Lyndale. Man down in the alley. 2) Burglar alarm. 23XX N Avers. 3) Loud music disturbance. 23XX N Ridgeway.

10:36pm - Disturbance. 17XX N Lawndale.

10:58pm - Shots Fired. Central Park and Cortland. Seven heard.

11:00pm - Beat car 2535Robert is on scene at the 10:58pm job, saying that people are telling them the shots came from the 14th District side, possibly near Drake or St. Louis.

11:05pm - Battery in progress. 29XX N Springfield. Males fighting in the street.

11:13pm - Beat car 2524R is getting a couple of things on their Beat on the PDT.

11:23pm - Beat car 2522R is getting some things on the 20 sector.

11:24pm - The 11:05pm job is being coded. 2593R was just over there and there's no fight.

11:46pm - Gang disturbance. 25XX N Lowell. Several in front, flashing gang signs and smoking marijuana.

12:00am - I'm going to go. I'll be back on Monday. Have a good night, everyone.

Important Announcement -- PLEASE READ

Hi everyone. I have some awful news for all of you, again. Once again, my family has ran into major financial troubles. This time around, we're able to pay our rent, but we will have no money to pay any our of our bills, due to someone in our "family" cutting off a government check from us (no, not Social Security this time). So as you all know, with that comes this news: the blog will have to stop. It will not happen immediately, but it will happen.  We're excepting everything to be off by the 1st of May unless my mother, or even myself (because I've applied to places), gets called [back] to work. Basically at this point, we're praying for a miracle.

Once again, I am so sorry to deliver this grim news. This has been the 3rd time in just under three years I've had to do this, and I know to all of you it seems like I'm just crying wolf, but really, I'm not. Our finances have been bad for years now, but times like this is when they sink at an all-time low. So, unfortunately, I will also have to end my involvement in the community once this whole thing takes effect.  I am so sorry, everyone. I really wish there was a way I could continue the blog and be involved.

I will come back if and when our situation improves, but until then, I will have to end the blog once we run out of money. I would just like to thank everyone for ALL of the support over the last three and a half years, all the great things some of you have done for me, and just everything. You don't know much I appreciate all of the support. You guys will forever be in my heart. So on that note, I am going to tell all of you to please, please, please, please keep up the good fight for the community, and I hope to be back soon. Love to all, and God Bless.

Sincerely,
Timmy

If anyone knows anything about it, add it to the comments, email me or put on the Facebook page. More information would be greatly appreciated. Also, if there were any other incidents in the neighborhood tonight I should know about, let me know.

Chicago Police Superintendent Misuses Police Resources For His Daughter's Pickpocket Incident

By Anonymous-
Chicago, IL

Chicago Police Superintendent Garry McCarthy recently pulled strings to get a team of 4 Detectives assigned to his daughter's non-violent pickpocket incident in the 18th Chicago Police District, covering the downtown area. According to confidential sources at the Chicago Police Department, McCarthy's daughter was out shopping and enjoying herself downtown when she noticed she had been pickpocketed.

She shows up at the 18th district station and files a pickpocket (theft) report and tells the copper taking the report that McCarthy is her father. McCarthy is then notified by his daughter after the report was made and he then has a team of 4 detectives in Detective Area North RBT at Belmont and Western perform 24+ hours of overtime while they pulled video surveillance of her entire route and did a complete backtrack of everyplace she had been. The report is filed under RD#184000. According to the sequencing and issuance of Chicago Police RD#'s, this incident would have happened on March 06th, 2012.

Police Officers who are close to this investigation say that the RD# has been "Locked Down" and that no one but the involved / assigned Detectives can run the RD# under threat of disciplinary action due to a "flagging" procedure placed on the RD# at CPD Headquarters. This leads a reasonable person to believe that McCarthy's daughter is being given preferential treatment over other victims of the same crime and over and above other citizens in general when it comes to criminal victimization.

Excuse us citizens, but, doesn't that violate every police ethic and every CPD internal policy on the order books? That McCarthy did this so blatantly speaks volumes about his inability to make sound decisions with any sort of concern for ethics and how his decisions affect other current and past crime victims. If anyone under McCarthy were to have pulled a stunt like this, they would be filing a response to a CR#! This proves that McCarthy only has his own back and that of his family, screw the other city citizens and the hard working men and women in blue out here!

Besides this incident involving McCarthy pulling strings for his daughter, he has shown his malfeasance by way of a haphazard police district reorganization that shut down two detective divisions, and two police districts which has left gaping holes in community police coverage. Slower response times should already be the norm on top of the already slow response times due to lack of manpower and lack of leadership at OEMC! We already know that there is a disconnect in two places at the Chicago Police Department: One between the CPD leadership and the citizens, and then the disconnect between OEMC calltakers who route calls to the dispatchers for the police to act on, and then that same disconnect extends between the police and the dispatchers since the calltakers oftentimes get the wrong information OR very little information to the dispatchers to send out to police on the streets.

McCarthy needs to be held accountable for his mismanagement as a form of incompetentcy, malfeasance, and violation of CPD internal policies. Any person would reasonably believe that this adds up to official misconduct somehow. The problem is getting around and through the layers of political protection surrounding McCarthy.

Citizens should be calling their aldermen, calling their state reps, and filing grievances with CPD in regards to McCarthy's misconduct.

Blog notes (from Timmy): Hmmm ... interesting, to say the very least. I'm personally a bit shocked, but not really at the same time. I wouldn't have really excepted this kind of thing from McCarthy, but at the same time, this is nothing new, with higher-ups constantly only looking out for their own interests. It's no wonder police morale is so low nowadays. Our men and women in blue can't trust their leaders, and they already mistrust us, the citizens. So who can they trust? No one. And then people wonder why certain cops act the way they do....
